I have one simple question: route-map rules are applied , pre or post
routing?

As a PRACTICAL matter, this is not entirely true; it depends upon which
command you use (assuming you are talking PBR, here).
"set interface" and "set ip next-hop" are applied before routing protos;
while "set default interface" and "set default ip next-hop" are applied
post.
