Can a vpn tunnel be created through any cisco routers, or only through a
concentrator?

You can create a vpn Tunnel through all of the routerst that will
support a encryption software.

You can also create a vpn tunnel with a PIX box.

IOS 12.2(6) introduced Easy VPN, which allows routers, PIXes,and VPN concentrators to establish or terminate VPN tunnels.
