Any suggestions for a cost effective switch to use for studying for the
CCIE?

If you can't afford the 3550, then just get a 1912 or 1924 enterprise to
play with.

If you can't afford 3550 , don't do ccie because it's the cheapest L3 switch
and that's what's tested, It's simple as that.

True enough for switching. But do be aware that you'll need to enable
routing for certain vlans and interfaces. You cannot do this on the 1924
platform. Also there are a lot of switching features you need to be
familiar with in order to pass the lab.
