Changing default telnet port for vty connection

| Can this be done? What i mean is that instead of telnetting at port 23 to
telnet at port 4000 (for example).

| The real question should be why do you want to Telnet to the router
when you could more easily and safely use SSH:

Yes, sorta. Look up the "rotary" command.
line vty 0 4
password foobar
rotary 1
Or look up "raw telnet" at CCO.
Finally, you have the option of running ssh.
