Can this be done? What i mean is that instead of telnetting at port 23 to
telnet at port 4000 (for example).

The real question should be why do you want to Telnet to the router
when you could more easily and safely use SSH:

Yes, sorta. Look up the "rotary" command.

line vty 0 4
password foobar
rotary 1


Or look up "raw telnet" at CCO.

Finally, you have the option of running ssh.
