Well on all the interfaces on your routers all you need to do is:

access-list 101 deny ip any any

then apply it to the interfaces:

Router(config-if)#access-group 101 in

That should get you a high passing mark

First of all you are asking for the impossible! There is no way for us to know what your access list should look like. The reason for this is that every academy instructor has the prerogative to change the TCS and how it gets laid out. If you don't know or understand access list by now, I suggest you retake the semester. I am a regional Academy Instructor and if I were your instructor I would fail you just for posting this %$^@.
