Rommon and RX-boot issue

| Hello all
I need some advice on a bizarre hardware related issue.
1) I am under the impression that in rommon mode, ram is not used.
(o/r 0x2100) or config-reg 0x2100
2) In RX-boot, is the ram used ? I know that flash is not used as boot
IOS comes from the rom chip on board
(o/r 0x2101) or config-reg 0x2101
3) In boot mode both flash and ram is used to run the IOS in the
flash?
I am suspecting a memory error in my 2511 as it keeps reloading
without me ever seeing a prompt in either RX-boot or normal mode.
I have switched ram around with 2 other working pieces that i have.
In rommon mode it seems fine .
I'm near to chucking this out of the window.
