It's my understanding that there is a certification for becoming a Cisco
instructor and part of the pre-requisite is that you have at least a
semester teaching the class as well as the certification for what you are
teaching. in other words, if you're certifying for CCNA instructor, have
the cert already in hand, then all you would need to do is take part in
teaching a class for a semester or two under the supervision of a certified
instructor. There may be some additional pre-requisites that I'm not
listing here that I'm not aware of, so contact a local Technical School or
the Cisco Networking Academy for more details.
I asked my trainer about it and from what he had said, it appeared
relatively easy to become a certified instructor.

That's the requirements for teaching at a Cisco Networking Academy
Programme - but I think the requirements are a bit different for
teaching the "commercial" hortened courses.
