Delivery Days, Time frame??

| I just obtained my MCT, and have I few questions about
the "delivery Days Confirmation" requirements.
1) Does the program year for 2002 run Jan. 1 2002 -
Dec. 31 2002, or Sept. 30 2001 - Oct. 1 2002?
(Are we starting the 2003 program year now?)
2) Who signs the confirmation form, the training center
manager, onsite contact or could it be signed by a
broker if I went that route?
