Never heard of braindumps (person downloading their memory onto paper to
distribute to peers) until I began reading newsgroups.

Are they effective?
Is it a legal method of studying?
What are the pros/cons?

effective for passing a test, maybe
legal - not really, anyone who's an "original source" of braindump Q's is
violating their NDA
pro's - shortcut to certification
con's - possibly detectable by new test methodology
-gives you no "working knowledge" of the subject you're supposed to
be certified in.
