Have a PC on the test bench that every time it boots up it opens but not
closes.

Have checked the bios and cannot find anything there that could cause this.
ANy Suggestiosn whould be appreciated.

Another tech has installed a CDRW into the machine

The machine is an older HP

What OS, and how old is the HP? Try turning off all the api in the bios.
Are there any patches for turning off the computer? What cpu is it?

Little more info would help.
