enterprise manager failure with .net framework

I recently installed the .net framework sdk onto my win
xp professional system. However, when i try to open up
the sql 7 enterprise manager it fails and brings up the
ubiquitous send error report pop-up. I would appreciate
any advice on this matter i have uninstalled both and
reinstalled with the same results. I have not come across
this problem in any articles and would very much like to
find a solution.
