Is your machine a member of the Windows 2000 domain and are you logged
into the domain while installing the tools?

Duncan,
In the future, you may want to simply type in the error (or try Control
- C to see if you can capture it to the clipboard as you can with many
errors in Windows 2000, which captures a text representation of the
error) as many people are loathe to download attachments in non-binary
groups. Usenet is traditionally a text medium, so text is the best way
to communicate on it.
What OS are you installing on? What are your dns settings? (XADM:
Setup Fails on a Member Server Because of DNS Settings
