Connecting to restored mailboxes in a disaster recovery scenario

| Hello-
I am a neophyte Exchange administrator, and I hope that someone here
can help me or point me in the right direction. I apologize in advance
if the information that I seek is readily available, but I have looked
without success.
Here is my problem: I am trying to come up with a reliable procedure
to restore an Exchange2000 database to a different server. The new
server is running Exchange 2000 as well and it is setup exactly the
same as the old server in terms of server names, domain names, etc. I
am doing this as part of an overall disaster recovery plan.
I am using Veritas Backup Exec 8.6 to do the backup and restore. I am
able to restore both the public and private databases. I can access
the public folders properly. However, I can't access the private
mailboxes. I can see that they exist, but I can't connect them to my
users' mailboxes. For example, my name is Ezra Herman and my userid is
eherman. I can see two mailboxes in the private database called 'Ezra
Herman'. One says that it was last logged on by 'VALUEGROUP/eherman'
and has 2 items in it. This is my mailbox on the new server. The other
mailbox called 'Ezra Herman' says that it was last logged on by a
string that starts 'S-1-5-21-122...' and goes on for about 40
characters. This has about 800 items in it and is clearly the restored
mailbox from the old server.
I can not figure out how to access my old mailbox on the new server. I
have tried several scenarios. I have tried setting up a user on the
new and creating a mailbox, then doing a restore and seeing if I could
access it. I have tried setting up a user without setting up a
mailbox, doing the restore and then trying to access it. I have tried
not creating a user until after doing a restore. I haven't been able
to get anything to work.
In looking through various documentation sources, I see a reference to
something called the DS/IS Consistency Adjuster. Is this a tool that I
need to use? If so, where do I find documentation on how to use it?
Any and all suggestions appreciated. As I said, I am new to Exchange
and it is quite likely that I am missing something obvious.

| when you have server installed do not make any user objects and their
mailboxes. Just restore your database, go to ESM to mailbox store/mailboxes
object and run cleanup agent. after that you can create user without mailbox
(Active directory users and compuetrs) and connect it to correct mailbox
(ESM). for bulk proces you can use mbconn utility found on exchange CD.
