How to log a copy of all outgoing file attachments?

I'm looking for a way to keep track of all outgoing e-mail
file attachments that are leaving our company. Is this
possible to do without the addition of 3rd party
software? If so, has anyone done something similar?

Without 3rd party software, you'd probably need to write an event sink to do
this.
