How do I configure a user so that he or she would receive the NDR's ?

In Exchange System Manager, drill down to your SMTP virtual server. On the Messages tab of the properties of the SMTP VS, you'll see an option to send a copy of NDRs to an address. From my experience, you can enter a user or group SMTP address here, but not a mail-enabled public folder.
