cant figure out public folder reply rule, help please!

So one of my public folders is mail enabled, and when i went to the folder
rules, I added a rule htat simply said 'reply with template' check the box,
click the template button, fill in an email. hit ok, all's well.

Except when i mail that folder, It doesnt reply to me!
Am i doing something wrong? i can get things to autoreply if i set up my OWN
rule in outlook, but i dont want to have to keep my outlook open for it to
work!

please help!
