microsoft.public.exchange2000.admin - instant messager can't be log in

I have a win2k server with sp3
exchange2k server with sp3
all the exchange task can run properly (smtp ,pop3 , nntp
etc.)
but when the client use the msn client try to log on the
instant messager. It failed , it said this user hasn't the
permission to use the email account to log on the msn .But
the user is using his account and password to log on the
workstation ,using his email account to send email. Even I
use the admin try to log on the msn client ,the error same
here.
I have try to reinstall the win2k sp3 and exchange sp3 ,
the problem same here.
how come ? pls help
