There are two steps
1. Turn on filtering
Go to Exchange System Manager
Drill down to the SMTP Virtual Server where you want the
filters to apply - usually under protocols container.
Right Click the virtual server and choose properties.
Click advanced, the edit teh virtual server. Put a check
in "apply filter"

2. Set up the filters
Exchange Manager/Global Settings, r-click Mail Delivery
and choose properties, set addresses or domains under the
filters tab - to filter entire domain use *@domain.com
