Recipient Policies not updating AD objects

| I recently installed a new Exchange 2000 server into a
domain that had an existing 5.5 server. After the upgrade
all is going well except that my customer wants to be
able to recieve email for multiple domain names. I create
the recipient policy via the steps from MS, However the
policy never updates the AD accounts with the new smtp
address'. It gives me all the prompts like it's going to
update them and just never does it. The server seems to
be accepting the mail to that domain and sending it back
like there isn't a mailbox associated with that
particular address. I have checked the articles about
permissions on the domain being incorrect for the
Exchange Enterprise group and there are no write
permissions. I ran the domainprep again as instructed and
still no permissions change. Does anyone know what
permissions are supposed to be on the domain for that
group? Any help or ideas would be greatly appreciated.

| I presume there is a RUS set up for the domain holding the user accounts,
and that it is running. Are there any event log messages?

| Yes, there are two RUS's setup, one for the enterprise it
says and the other for the exchange organization. I have
tried rebuilding both as well as using the apply now
option on both with no luck. The only other thing I can
think of besides a permissions issue is that I'm creating
the the policy wrong, but I'm following several articles
to a T. I'm almost ready to call MS I think. Any more
help would greatly be appreciated.
