Apparently one of our Exchange users has setup their e-
mail to be forwarded, via a rule, to a CompuServe e-mail
account. How do I find this account and the rule
associated to it?

Also, how would I prevent a user from setting up such a
rule if I want to keep this from happening in the future?

This was discovered after an e-mail was sent out to all of
our exchange users via a distribution list and CompuServe
sent back a delivery failure indicating that the
CompuServe mail box that this account is forwarding to was
full. It gives the CompuServe e-mail account name but not
the originating e-mail account name.
