Author block SMTP traffic for particular users

I need help with blocking the SMTP protocol for outbound=20
and inbound mail from Internet but only for some users. =20
I have tried at the SMTP connector in the RESTRICTION=20
DELIVERY tab but it doesn=B4t work.
