For the first one you can Export all accounts I can't consider it as
a backup but you can do it , it will not help you in restoring a failed DC.

For the second one :
Remember when deleting mailbox it is kept in the database for another 30
days for retention
during that period of time you can recover that mailbox by reconnecting it.

Control the retention period
User can have only one mailbox you can connect a user to another mailbox.
mailbox and under Exchange task delete the mailbox ( The mailbox
is kept for 30 days by default for retention )

The Exchange cleanup agent :
This tool check and try to match the Exchange mailbox to an Active Directory
user account , if this tool does not find a match it marks the mailbox
with a red cross. then you can reconnect that mailbox to a user in the
Directory
that does not have a mailbox.

Deleted mailboxes retention
Open the Exchange system manager locate the mailbox store
right click the mailboxes object and run the cleanup agent.
The deleted mailbox should have been marked now with a
red cross right click the mailbox to purge it from the
database or reconnect them to a user that does not have a mailbox.

For the third one:
In order for OWA change password to work

Configure the IIS virtual server to use SSL .

Create a Virtual Directory in your Default Web Site called IISADMPWD and
set its location to C:\WINNT\System32\Inetsrv\Iisa
dmpwd

To add to Ronen's comments:

1. You really should do full online backups of the store, of AD, system
state, etc. Get a tape drive that can handle it. NTBackup on the Exchange
server can do this for you; you don't have to buy 3rd party software.
Brick-level backups are a waste of time and if you have a disaster, you're
going to have a lot of work ahead of you.

2. It's a good idea to put mailbox quotas in place to keep the entire store
from getting overwhelmingly large, and make users manage their mailboxes
themselves. Use deleted item retention so they can get stuff back after
accidentally deleting it (I like to do 30 day retention). And remember, the
DB doesn't shrink when people delete items - Exchange merely reuses the
white space in the DB. You'd have to do an offline defrag to recover the
space. This is something that should not be done unless there's a dire
emergency.
