Author Can't manage folders in public folders

We are currently running exchange 2000 SP2 in our native
mode windows 2000 AD environment. I can assign
permissions to users that will allow them to post and
manage posted items, however even if I assign someone
Explicit "owner" permission they can not modify the
folders in any way. If anyone has any information or
advice it would be greatly appreciated.
