Is the public server located on the same LAN as the user, or is it connected
over a WAN or some other type of a slow link? How busy is the server(CPU
utilization)?

The server is located on the same LAN and the CPU utilization is very
slow.... (around 20 %)

Assuming you have enough RAM on the box, put the public store on its own
storage group. Make sure the transaction logfiles for this sg are on their
own spindle. Then put the database files for this public store on their own
spindle.
