My Exchange 2000 server has started periodically resending certain old
messages (ones the user has already received). I have heard reports
of this happening both coming into my server and going out. It
appears to happen with messages with large attachments ~3mb. I have
gone into message tracking and it shows that the message is being
redelivered. My question is why? and how do I stop it?

Have checked for a mail loop or misconfigured Outlook rule?

You need to kill the smtp connection and it should stop the delivery.
