Author Remove user from the "To" list, but not the "From" list?

Exchange 2000 - sp3, win2k - sp3

Because I want some of my users to pick from around 20 different addresses
to send from, I have around 20 accounts set for each. All of this works,
they can send from the right addresses and all of the forwarding works fine.

When they hit "From", they can choose where to send it from, so I want the
20 addresses to show up. However, if they hit "To", I would like for certain
"dummy" addresses not to show up. These addresses were just created in order
to be able to send mail from them.

Is there a way to hide a user from to, but not from?

thanks,
tony
