I want to do this on the Org level and I had the Delivery Restriction in the
Global Settings and the SMTP setting, this does not prevent messages to be
create (Which can tie up a server if a user accidently try to attach a gig
file to an email.) Although a user is not able to send such a message the
message can still be created and thus explode the database.
I had a problem in 5.5 where I diagnose this slow down as an internal
Exchange issue and reboot the server (after it was unresponsive for 20
minutes) and inadvertly corrupted the information store!!!

how does everyone else do it?
