How does one achieve "Anonamous" access to Exchange
either via OWA "preferably" or Outlook?

I understand that this can be done without having to have
a mail account sat up and without having to have a CAL

What, exactly, do you want to access anonymously? At best, you could hit the
public folders, which do not require a mail account.

What are you trying to accomplish?
