How to Restrict SMTP Access (E2K)

| I need to setup a user account with access to public
folders via OWA only. I need the logon to be a secure
logon (name/password). I figured I'd create a normal
account, set permissions on the public folders and let
the user have a personal task, calendar, etc. I do not
want this user to be able to send email to the Internet.
The best solution I can find is in KB article Q244008.
The problems is that this artile is written for Exchange
5.x. I can't find anything close to what it says to do
in Exchange 2000.
I need a E2K version of this article or another
solution. Any help would be appreciated.

| Set a restiction on the SMTP connector. Go to the delivery restictions tab,
and add the user account under the "Reject messages from" box.
