Install exchange srv without Full Exch Admin at org level

Hi all,

Is there a way to delegate installation of exchange servers without giving
that group/user the "Full Exchange Admin" role at the organisation level?

We have given support organisations in our company their own Administrative
group with "Full Exch Admin" delegated at that admin group level.
Unfortunately this isn't enough for them to let them install Exchange
servers. They still need "Full Exchange Admin" at the organisation level for
that.

This makes the concept of Administrative groups and delegation somewhat
useless (for us), or am I missing something here?
