Even when I log into a client computer as all powerfull Administrator of the
network, I do not have permission to change the global address list
distribution groups.

How can I manage global distribution lists from a client?

Don't think you can do this from the client. Think you'll have to
administer the GAL from the ADUC tool with mail enabled groups
