How do I set up a filter to listen or catch certain text in an email message
inbound or outbound? I have an employee not using email correctly and would
like to be able to search his email account for certain text phrases and be
able to review and read them.... TIA!

Two ways:

Turn on Message Journaling and read all the messages to/from that user, or
install a third party content filter that looks for certain words/phrases
and then alerts/forwards you a copy of the email.
