Author Delegate control within administrative group

Hi all,
Sorry for my English,
This is my question:
I have several Exchange 2000 servers in my geographically
dispersed Exchange 2000 organization. Organization is in
native Exchange 2000 mode. I need to
1. Have ability to move mailboxes between servers
2. I need to delegate control to some functions (such
as mailbox creation and store backup) to local
administrators. And they must be responsible only for
their own local server (site X admin must be responsible
only for site X (placed in X routing group) Exchange
server.
For first I must place Exchange servers to one
administrative group, but for second (it seems) I need to
place servers to different administrative groups L

How can I avoid this issue? Only way I see - by setting
permissions manually in every server Security tab. Is this
way correct? And if it correct - what permissions should I
give them for store backup and mailbox creation? And if
exist another way - tell me!

Thanks,
Ilya
