Mailbox Manager function in Exchange 2000?

| Hello,
Does anyone know if there is a utility, add-in, or setting in Exchange 2000
that will give us the functionality that Exchange 5.5's Mailbox Manager had?
All I can seem to find in Exchange 2000 is the option for how long to retain
deleted items. I cannot seem to find a way to put age/size restrictions on
all folders in our mailboxes.
We like to have this functionality because our users are notorious for never
deleting items from their inbox or sent items.

The Mailbox Manager was included in SP1 and above. You configure it through
Recipient Policies.

Thanks again, you must be today's answer guy. I had looked in this area,
but didn't dig deep enough. If you can tell, we just recently upgraded from
Ex5.5 to 2000 and are working on cleaning up all the bugs.
