Author Users can not access OWA

Our OWA is not working for users. Admin can log into and access any users
account with no problem but when a user tries to log on to the web page they
are requested to just keep logging on. It looks like some kind of rights
issue but everything looks fine in IIS and System Manager.

When logging - in seem to work if I type in my OWA address/username but it
will not work just going to the OWA site to log in.
