If I disable relay under Default SMTP Server Properties,
will my users no longer be able to send any email out over
the internet. I am trying to stop the flow of spam and
junk mail into my server.

Are you talking about spam mail into your system, or people using your
Exchange server as an open relay?

If you don't know the diffrence you can find an excelent article by Mark
Fugatt covering both subjects at this URL:

Are you worried about Exchange 2000? Out-of-the-box only authenticated
users can relay, so its not an open relay.
