Recipient policy to include all users below an OU

| I want a recipient policy to only include all users below
a certain OU. I have tried filtering on X500 DN, this
does not seem to work, I have tried many different
queries but I have not succeeded yet.
Any examples warmly accepted

I don't believe a recipient policy can be created based on OU.
