I am unable to administer the Global Address List because
of a security setup mistake.

How do I correct this?

Thanks In Advance.

You are definitely going to have to give more information.

Why can't you? What mistake was made?

Install the Support Tools.
Open ADSIedit.
Navigate to Configuration, Services, Exchange, <OrganizationName>,
Recipients, GlobalAddressLists - right click the GAL, properties, Security
tab.

You might be able to reset the permissions here.

access using the security tab.
