What is the easiest way to stop and start the exchange
2000 service without restarting the machine or restarting
the individual services?

You can select "RESTART" from the Services MMC plugin. Select the Exchange
System Attendant to restart.

If you are trying to do this for your backup process, you are backing the
server up incorrectly.
