I have notice user with mailbox that exceed the prohibit send limit can
still sending out email by using IMAP (SMTP service). Is it a bug or my
setting is wrong?

A IMAP client uses SMTP to send email. That completely bypasses the limiting
mechanisms of the Exchange Server.
