What exactly does this message mean? Why does it
say "Messages that WOULD be moved or deleted? Is there a
way to set this up so that it DOES delete the messages?
And.. What "Messages" is it talking about?

The Microsoft Exchange Server Mailbox Manager has

Messages that would be moved or deleted: 15

Exchange SP1 and above has an extension called mailbox manager
this tool can clean mailboxes and report the size of the mailboxes.
To run it you need to create new recipient policy and select the
mailbox manager tab , create an LDAP filter for the user who's mailbox
you want to clean or you need a report for their mailbox size.
On the server object locate the mailbox manager tab and select the
user that will receive the report , you can also select when the mailbox
manager will run automatically.
You can run it manually by right clicking the server to run mailbox manager
now.

To create a new mailbox manager policy open ESM locate the
recipient > recipient polices > you can change the default or create new
policy
To change the default one right click the default policy to add the mailbox
manager tab.
For new one right click recipient policy > new select mailbox manager

The polices have an order only one policy will apply a specific mailbox.
Built the search to match the mailboxes you want to clean or audit.
