I've got an Exchange2000 box with less than 300 users.
It's doing over 1GB worth of transaction logs per day. Is
this normal? If not, how can I reduce the amount? Is it
ok to delete them manually before backing up?

wow, that's an awful lot, I think. The online backup will clear them for
you...you don't want to delete them manually...you might need them in a
recovery situation...

It is normal for decent use of the server.

You reduce the amount by decreasing the amount of email traffic.

No, you let the online backup purge them for you.
