Is there a way to allow someone to send always a BCC to someone else when
sending a mail to a third party??

| You could make a custom message form, or a rule, but are you trying to do
this without the user's knowledge? If so, you would probably want to look
into journaling (it'll give you much more info than you want, but will do
it).

The user knows about that....
There's a way via the Wizard rule to make a CC but not a BCC. It's already
one step.
