How to add button to navbar in OWA

| Background info:
We are running Windows 2000 Advanced server with SP3 and
Exchange 2000 Enterprise with SP3.
Problem:
We are trying to add one button for forwarding(we created
a separate page for forwarding) to the navbar in OWA. We
followed the section called "Adding Buttons to the
Navigation Bar" from white paper "Customizing Microsoft
Outlook Web Access". Unfortunately this DOES NOT work. We
assume that there are differences in OWA from Exchange SP3
and the previous releases.
Please, let us know if anyone successfully added a button
to the navbat in OWA on Exchange 2000 with SP3
