OWC cannot view messages with a "&" in the subjues

Anyone have any ideas? Every time one of my user attempts
to open a message with a "&" in the subject like an new
windows with a 404 message appears instead of the
appropriate message. I'm running Microsoft SB Server, with
Wiin2k Sp3 & Exchange Sp3.
