Is there any way that Admin on the server can look at the actual mail
messages in users mail boxes? I'm logging in as administrator on the server
(2000 + AD) and it tell me access denied if I try to go to their mailbox
folders.

| By default you are denied access - but you can assign yourself access
Just go to the mailbox and add your id

| If you access someone else's mailbox an event will be logged to the event
log on the Exchange Server.
The easiest way to be able to access all mailboxes is to add your mailbox to
the Enterprise Exchange Servers group.

The article above explains how to do that for a service account but you can
apply the same technique for any account.

| In Exchange System Manager, go to the properties of the server, then
to the Security tab. Grant Receive As (and if desired, Send As)
permissions to the user or group desired.
