microsoft.public.exchange2000.admin - SMTP queue and IMAP client

Whenever a Outlook Express client connecting to the Exchange 2000 server
with IMAP protocol, the SMTP seems like stop processing for 10 minutes (I
can see the queue from the SMTP Virtual Server is growing and growing)
Is it a performance problem or some setting is not right on the Virtual
Server?
