i having 3 yrs of exp in VB, completed by MCA, working. i
want to do MCSD.net please suggest how to do it in minimum
price and time.

The least expensive way is with self training kits, but that takes a while.
The quickest way is to take classes, but that costs a lot. Either of those
that you choose should be augmented by lots of practice projects and, if
possible, volunteer, real-world projects for non-profits or other
organizations.

I should correct myself. The least expensive way is to research the exam
objectives on msdn using codeclinic.com. And check books out from the
library
