MS to bulk-certify the Chinese?!!

| It is disappointing to see Microsoft planning to certify half a million
people in China.
I thaught that certification is something related to the level of knowledge
and skills, so how can MS tell how many people will be able to become
certified? Am I right that Microsoft has signed a contract with Chinese
government in which the number (and so the money) is specified?

I don't know why Microsoft is trying to value its certifications even more?
If Chinese people want to become certified, what don't they do what other
people around the world do? Learn, find a training centre and take the test.
What is wrong with this? (apart from MS not getting the same money!)

| I quite surprised most of the Chinese people are not already certified
given that most of the brain dumps are hosted out that way. Still,
given the amount of piracy China accounts for those that do want to
get certified will have no problem getting of any microsoft software
all for the price of a few Chickens.
As a country we should not have any trade links with China or any
other worthless country which turns a blind eye to piracy and
counterfeiting
