Hey, If you pay for a test, and then you fail, do you have
to pay again to pass it? Because they said you can take
it a second time, and then wait 14 days to take a third -
is this all with one fee?

You have to pay for each attempt.

What they say on the report you get after failing an exam is that if that
was your first trial for that exam, you can retry any time. If that wasn't
the first time, you have to wait 14 days between each new trial.

This is just a time limit that they impose for who fails an exam more than
once.
